Inside a Bybit trader's trade history, the Filled Type column categorizes 2 important trade types that are found on the platform, Trade and Funding. These can be seen from the screenshots below.
1) Under the Trade category, traders will find both positive and negative values under the Fee Rate column. This signifies the trading fees paid out / received when opening or closing positions on Bybit.
A positive value signifies that this specific order has been executed immediately without being placed in the order book. Hence, as a market taker order, traders are paying a Taker fee of 0.075%, which is shown as 0.00075000 under the Fee Rate column.
On the other hand, a negative value signifies that this specific order has entered and 'made' liquidity inside the orderbook and hence, as a market maker order, traders are entitled to receive a maker rebate of 0.025%, which is shown as 0.00025000 under the Fee Rate column.
2) Under the Funding category, traders will also find both positive and negative values under the Fee Rate column. Funding rate is applied when a position is held at the 8-hour funding timestamp (0800 UTC, 1600 UTC or 0000 UTC). Depending on the funding rate and the direction of your trade at that specific time, your position will either have to pay or have received a funding fee.
A positive value signifies that this specific position was made to pay a funding fee at the funding timestamp and that the funding fee paid out is calculated using the Funding Rate specified by the platform at the funding timestamp.
A negative value signifies that this specific position received a funding fee at the funding timestamp and that the funding fee collected is calculated using the Funding Rate specified by the platform at the funding timestamp.

In summary, regardless of whether it is a Trade or Funding record inside your Trade History, a positive fee = paid out from your Bybit wallet and a negative fee = received into your Bybit wallet.
